Two out of five consortiums have passed prequalification business entity procurement and construction management of Bandung Light Railway (Light Rapid Transportation/LRT) Corridor 1 and Corridor 2. Both are PT LEN with PT Wijaya Karya and SMRT International with T-Files.
Three consortiums that failed in the prequalification stage are cooperating with companies from China. These three companies are not passing the administrative criteria. In the first pre-qualification, early 2015, PT LEN and SMRT recorded as 2 of the 3 registered participants.
Both were failed to meet the criteria for joint administration of the other participating companies. "They might learn from that failure. It is now fixed. All the requirements have been fulfilled," said the Chairman of Bandung Monorail Bid Committee Sri Dhiandini, last weekend.
In the second pre-qualification, PT LEN cooperates with PT Wijaya Karya to meet the aggregate of at least Rp 3 trillion, according to investment value. Although the two did not have experience in railways, the committee stated that their consortium pass due to changes in requirements.
Dhiandini explained the initial term which requires the bidders to have experience in the field of railways expanded to experience in the field of railway transport infrastructure. "It means the company that working in the signal can join the auction. So PT LEN is qualified," he said.
Because does not have the experience of the railways, the consortium must utilize train technology from the third party. This type of technology will be decided by the committee on the next auction stage.

For SMRT, Dhiandini described, this Singapore-based company passed after the company submitted financial reporting administration. Administration is an issue that makes SMRT failed at the first pre-qualification. "Because based in Singapore, they are also required to hold a local company: And it has been fulfilled," he said.
