PT Wijaya Karya (Persero) Tbk (WIKA) continues to strengthen its role as a strategic partner of the government in developing equitable national infrastructure that has a direct impact on connectivity and regional economic growth. This commitment is realised through the acceleration of the construction of the Probolinggo–Banyuwangi (Probowangi) Toll Road Package 3, which by the end of January 2026 had recorded physical progress of around 85–90%, with construction reaching 97.662% based on the end of January 2026 report.
The Probowangi Toll Road is expected to significantly reduce travel time compared to the existing arterial route. Travel time between Probolinggo and Banyuwangi is estimated to be reduced by 30-50%, which will ultimately reduce logistics costs by around 10-20% through fuel efficiency and reduced congestion. This condition can increase national economic competitiveness and the smooth distribution of goods and services on the coast of East Java.
The acceleration of the construction of the Probowangi Toll Road Package 3 is WIKA's commitment to supporting the Government's Asta Cita, particularly in encouraging equitable and fair infrastructure development and strengthening national economic connectivity and competitiveness. As part of the strategic Trans-Java Toll Road network, this project plays an important role in opening up access to the eastern part of East Java, connecting Probolinggo to Situbondo/Besuki more directly, and supporting equitable economic development in the Tapal Kuda region to Banyuwangi.
This progress has been supported by the application of innovation and engineering solutions in construction work. WIKA has optimised the use of Building Information Modelling (BIM) to ensure planning accuracy and design integration with field conditions. In addition, drones and 3D mapping have been utilised to support precise geotechnical surveys, particularly on segments with hilly terrain and varying soil conditions.
In carrying out the work, WIKA also applied various engineering solutions, including the use of modular formwork, modern soil compaction technology, and integrated and parallel work methods. This approach enabled the acceleration of the completion of the main work while maintaining the consistency of the toll road structure quality in accordance with safety and construction quality standards.
As part of the digital transformation of construction, WIKA implements digitalisation in all project phases through the integration of BIM, drone-based remote sensing, and digital project management systems. This digitalisation enables more effective coordination between design and field implementation, early identification of potential obstacles, and optimisation of material and labour logistics, so that project progress remains on track to meet completion targets.
During its construction, the Probowangi Toll Road Package 3 also faced a number of field challenges, including hilly terrain (hill crossing) in several segments, intersections with existing infrastructure such as high-voltage power lines, and varying soil characteristics. To overcome these challenges, WIKA implemented a comprehensive strategy through cross-sector collaboration in utility relocation, thorough geotechnical planning based on advanced surveys, and adjustments to the work schedule according to field conditions without compromising quality and work safety.
WIKA management emphasised that the acceleration of the Probowangi Toll Road Package 3 construction is not only focused on physical achievements but also on long-term benefits for the community and the regional economy. "The construction of the Probowangi Toll Road is an important part of strengthening national connectivity, particularly in East Java. Through the application of innovation, digitalisation, and appropriate engineering solutions, WIKA is committed to delivering high-quality, safe toll road infrastructure that has a tangible impact on community mobility and regional economic growth," stated WIKA management.
Through the application of construction innovations, digital transformation, and integrated project management, WIKA is optimistic that the Probowangi Toll Road Package 3 can be completed by March 2026 and operational during the Lebaran holiday season, while also making a tangible contribution to supporting the Asta Cita and sustainable infrastructure development in Indonesia.
